            Television being an audio-visual medium has the capacity to influence the attitude, behaviour, thinking and socialization of an individual from childhood to adult stage. The popular assertion “Seeing is believing” makes television messages more accepted, persuasive and very influential. Television is used for several reasons including information, education, entertainment, and persuasion. Unlike other media structures, television has the advantage of utilizing vision for mass communication. Programming remains a key instrument for attracting audience and determining the viability of a station (Koblowe and Oluchi, 2010).

            Television technology is developing rapidly and impacting diverse strata of the population. It is a socializing agent as information transmitted can easily affect consumers’ worldview, perception and behaviour. Television has thus become a major source of information acquisition, companionship and a relaxation tool as it provides millions with free leisure strategies and opportunities (Koblowe and Oluchi, 2010).

            Also, advancement in technology has provided platform for the emergency of cable television, internet, home video and others which have created lots of benefits to the local content producers to air their contents beyond their immediate states. It is against this background that the paper conceptually examines the history of StarTimes, operations, transmission with a particular focus on its relationship with content providers.

Concept of Cable Television

            Cable TV is a system of television reception in which signals from distant stations are picked up by a master antenna and sent by cable to the individual receivers of paying subscribers —called also cable TV. Also, it is a television system in which paying customers receive the television signals over electrical wires. Merriam Webster Dictionary (online).

            According to Margaret, R. (n.d), Cable TV is also known as “CATV” (community antenna television) brings television programs to those millions of people throughout the world who are connected to a community antenna, cable TV will likely become a popular way to interact with the World Wide Web and other new forms of multimedia information and entertainment services.

            Cable television is a system of delivering television programming to paying subscribers via radio frequency (RF) signals transmitted through coaxial cables or light pulses through fiber-optic cables. This contrasts with broadcast television, in which the television signal is transmitted over the air by radio waves and received by a television antenna attached to the television.

            A cable channel (sometimes known as a cable network) is a television network available via cable television. When available through satellite television, including direct broadcast satellite providers such as DirecTV, Dish Network and BSkyB, as well as via IPTV, it is referred to as a satellite channel (Wikipedia, 2016).

            Cable Tv are otherwise called Pay television, subscription television, premium television, or premium channels refer to subscription-based television services, usually provided by both analog and digital cable and satellite television, but also increasingly via digital terrestrial and internet television. Subscription television began in the multi-channel transition and transitioned into the post-network era (Wikipedia, 2018).
